Develop Intelligence or Methods of Thinking?

While searching the net for artcles relating to chess in the schools concept , I stumbled upon the interview of Vladimir Barsky to GM Ruzy Razuvaev, chairman of FIDE trainer's committee.

The article called How To Develop Intelligence gives us an insight into one of the world's best chess trainer/coach.

Clearly, developing intelligence is different from developing methods of thinking. The age-old contrast between teaching academic content and teaching content acquisition skills would show us the frames of reference the academic scholars are using.

Would you teach theories of the openings first or would you teach decision-making skills first?
